2026 National Subsidy Upgrade for Old Elevator Renovation Reshapes Industry Landscape

Recently, the 2026 national subsidy policy for the renovation of old elevators was officially implemented. It adjusted the subsidy model for residential old elevator renovation from the traditional fixed-amount mode to a tiered differential subsidy based on the number of elevator floors (stops), while expanding the coverage of national subsidies for installing elevators in old residential communities, injecting strong momentum into the industry.

According to data from the Ministry of Housing and Urban-Rural Development, the number of elevators in use nationwide has exceeded 12 million, among which more than 11 million have been in service for over 15 years, suffering from problems such as high operating noise and frequent breakdowns. Under the previous fixed-amount subsidy model, the subsidy standard was the same for high-rise and low-rise buildings, leading to uneven fund-raising pressure among residents and hindering project progress. After the implementation of the new policy, the higher the floor, the stronger the subsidy, which accurately matches the differences in construction costs and effectively resolves neighborhood conflicts.

Changfang Xijun Community in Changsha became one of the first beneficiaries of the policy dividends, with 29 old elevators replaced at one time. Each elevator received a fixed subsidy of 150,000 yuan, and will enjoy tiered subsidies in accordance with the new policy in the follow-up. Ding Zhihua, Chairman of China Construction Huayu Elevator, stated that the new policy will drive structural changes in market demand. Enterprises need to explore a new "construction and maintenance integration" model to cope with competition, and at the same time separate the equipment installation price from the hoistway construction price to adapt to the demand for differentiated subsidies.

The industry expects that the new policy will drive a market scale growth of over 20 billion yuan, accelerate the upgrading of the entire industrial chain of elevator manufacturing, installation and maintenance, and enable more residents to "take elevators with peace of mind".
